Registered charities including STEPS are regulated by the Charity Commission in England and Wales. There are laws about many aspects of charity fundraising and local authorities grant licences to collect in public places. New legislation in England and Wales aims to make all aspects of charitable activity much clearer.

The Charity Commission is responsible for establishing charity status and securing compliance with charity law. The Charity Commission can look into wrongdoing by charities and has powers to make charities do what they're supposed to legally do.
STEPS is a member of the Fundraising Standards Board (FRSB), which was set up in 2007. This is an independent body set up to provide a code of practice in fundraising and an independent adjudication service in the case of complaints which cannot be easily resolved by talking to the charity directly.
As members of the scheme, we follow the Institute of Fundraising's Codes of Fundraising Practice and comply with the key principles embodied in the Codes and in the FRSB's Fundraising Promise, which includes a commitment to act in a manner that is honest, open, clear, respectful, fair, reasonable and accountable.
All registered charities in England and Wales have to produce accounts. In England and Wales any charities with a gross annual income over £10,000 have to send their accounts to the Charity Commission. For those under £100,000 an independent examination is required.
STEPS fully audited accounts are available annually around September.
